Job Description:
We are seeking a full-time Construction Safety Officer (CSO) to support implementation of a project-specific H&S program during two (2) underground fuel tank removal and soil excavation activities at our client’s former operating site in Long Beach, California.  Role is anticipated to run from September 2022 through January 2023, with a preferred start date for the candidate on August 22, 2022 for company/project onboarding the week prior to field mobilization. If unanticipated down-time beyond holidays are encountered, there may be the opportunity to support alternative company construction projects and/or internal construction safety initiatives on behalf during this period.
 
Primary responsibility for this position is to work closely with the management team (Project Manager, Construction Manager, and Safety Manager) to implement the project-specific H&S Program and verify compliance with applicable Occupational Safety and Health Administration (OSHA) regulations, particularly those in Title 29 of the Code of Federal Regulations, Part 1926.65/Part 1910.120 and other applicable federal, state, and local laws, regulations, and statutes.  Prior to site mobilization, a copy of the current Site-specific Health and Safety Plan (HASP) will be provided along with access to supporting systems such as EHS Insight granted.
 
Other position expectations and responsibilities include:
  • Leading and/or supporting facilitation of daily on-site, all-hands tailgate meetings that occur at 7 am unless otherwise identified.
  • Conduct as-need Site Worker/Site Visitor Orientations, serving as visitor escort when applicable.
  • Additionally, responsible for supporting the CM with management of project sign-in/out procedure and subsequent manhours tracking (via ProCore and/or EHS Insight systems).
  • Work with subcontractor personnel during task-specific JHA/JSA reviews and serve as Control of Work (CoW) permit issuing authority for all high-risk activities.
  • Support project team with management, review and tracking of subcontractor H&S submittals that include, but may not be limited to:
  • Project-specific H&S Plan(s);
  • Personnel H&S training records and certifications;
  • Drug & Alcohol Screening clearance; and,
  • Subcontractor lifting plans or other similar technical documents applicable to work.
  • Lead and actively participate in project-specific behavior-based safety program, being supported by the project’s Safety Manager as needed, that includes implementation and/or conducting the following through EHS Insight system:
  • Active CoW Permit reviews throughout workday.
  • Conduct at least 1 daily Work Observation (more preferred).
  • Capture subcontractor personnel shared Work Observations in tracking system (EHS Insight).
  • Assign, manage, and track Corrective and Preventative actions (CAPAs).
  • Conduct weekly site inspections via EHS Insight by end of each week.
  • Lead high-severity near miss and/or incident investigations coordinating requests for potential D&A screening and subcontractor’s own investigation report, as well as collecting witness statements as applicable.
  • Assist with tracking on-site field manhours worked and uploading on weekly basis into EHS Insight, subcontractors, and project visitors.
  • Complete monthly H&S risk assessment via EHS Insight and lead monthly H&S performance summary reporting to project leadership via email/project “blogging”.
  • Support CM with project H&S documentation that includes, but may not be limited to:
  • Maintaining supply of accessible, blank field forms; and Scanning completed documentation to project electronic files.
 
This position has the following minimum qualification, experience, and/or skill-set requirements:
  • Project has adopted a Drug and Alcohol screening program that the individual filling this position is expected comply with involving Pre-assignment Testing (within 30 days of 1st day on-site) as well as Post-incident and Testing for Cause, if deemed applicable. Minimum testing shall include testing for alcohol and a 10-panel drug test that is performed by an independent qualified testing laboratory.
  • 5 or more years construction safety or 8 or more years construction superintendent/foreman experience on large, environmental projects required.
  • 40-hour OSHA Hazwoper certification/training with current 8-hour Hazwoper Refresher and 8-hour Hazwoper Site Supervisor training per OSHA’s 29 CFR 1926.65. NOTE: If needed, Site Supervisor training may be provided at time of on-boarding.
  • OSHA 30-hour Construction Safety certification/training or qualified as an OSHA outreach instructor.
  • Working knowledge of construction safety standards contained in 29 CFR 1926 and applicable sections of 29 CFR 1910.
  • Working knowledge of the HAZWOPER standard requirements contained in 1926.65/1910.120.
  • Training and competencies for common construction hazards (cranes/rigging, excavations, fall protection, scaffolding, confined spaces, electrical hazards, etc.) strongly preferred.
  • Self-motivated and strong written/verbal communication skills with ability to formulate and implement project H&S Plans and supporting procedures, routine H&S statistic reporting as well as conduct frequent presentations from site orientations through being able to lead safety-focused meetings or review discussions, including use of mobile applications to facilitate on-site program implementation.
  • Ability to work safely and perform physical aspects of working on construction sites (climbing ladders/stairs, lifting up to 40 pounds, walking on uneven terrain for required distances, wearing necessary PPE, etc.).
  • Ability to lead by example and motivate others to develop a strong safety culture on respective project sites.
  • Strong understanding of remediation and construction hazards and safe work practices.
  • Experience supporting deep excavation and remedial action projects is preferred.
