Job Description:
Workers’ Compensation Disability Compensation Agency (WDCA)
EDI Consultant Background:
- WDCA is developing a new multi-function data base system to completely replace the existing mainframe-based system.
- The new system is identified as WORCS2 and is under development by DTMB. The WDCA provides subject matter expertise to DTMB supplied business analysts and developers.
- A significant feature of the new system is electronic filing of claims and proof of insurance coverage (POC) information as required by statute using direct computer data transfer referred to as “Electronic Data Interchange” or EDI.
- The interchange of extensive information is done using national standards promulgated through the International Association of Industrial Accident Boards and Commissions (IAIABC).
- These were developed with significant participation by experts over the last several years. Developing the new system to align with the national standards is complex and highly detailed. The development of the acceptance criteria has proven to be very time consuming and is causing delay in the development of the new program.
- Although WDCA is fortunate to have one of the national experts on EDI on staff, the task is more than one person can handle in a workable period.
- It is recommended that an additional EDI expert be used on a consultancy basis to assist in the development, testing and implementation of the WDCA EDI component of the WORCS2 project.
Expectations for EDI Consultant:
- Collaborate with and assist staff in the implementation of the Michigan reporting requirements for IAIABC Workers’ Compensation Claims 3.1 and POC 3.0 EDI standard(s).
- Collaborate with and assist staff in defining the acceptance criteria/programming
- Collaborate and programming staff to ensure system compliance with Claims and POC EDI reporting.
- Assist with testing programming deployments for Claims and POC EDI development and updates.
- Extend knowledge and expertise to train internal stakeholders on implementing Claims and POC EDI standards.
- Assist in developing systems and protocols to monitor the IAIABC Workers’ Compensation Claims and POC EDI Standards for data- reporting updates and advise.
- Collaborate with and assist staff in the rollout to external stakeholders of the Michigan
- reporting requirements for IAIABC Workers’ Compensation Claims 3.1 and POC 3.0 EDI standard(s).
- Assist staff in collaborating with our external EDI trading partners to resolve any issues with Claims and POC EDI reporting.
- Assist in analyzing errors to determine a root cause and collaborate with and its trading partners to prevent errors.
- Assist in Identifying error trends and collaborate with internal and external parties to develop a strategy to decrease errors.
Knowledge, Skills, and Abilities:
- High level understanding of the WDC claims; insurance coverage filings and EDI reporting
- requirements relating to each.
- IAIABC EDI Digital Badging a plus.
