Position Description:
Product Development IT is seeking a highly skilled and strategic Technical Program Manager to lead the execution of complex, multi-workstream enterprise platform implementations and business transformation initiatives. In this role, you will bridge the gap between business strategy and technical execution. You will partner with cross-functional development teams, IT leadership, and external vendors to translate long-term objectives into actionable roadmaps, optimize development workflows, and drive predictable, high-quality delivery. The ideal candidate is a master of dependency management, an exceptional communicator who uses data to tell a story, and an expert in Agile/SAFe methodologies and well versed in Jira as a tool for software delivery.
 
Key Responsibilities:
Strategic Planning & Roadmap Execution
  • Translate Strategy to Action: Collaborate closely with technical development teams to translate long-term business objectives into an actionable technology strategy and a structured implementation roadmap.
  • Quarterly & PI Planning: Spearhead quarterly and Program Increment (PI) planning processes, defining priorities, establishing clear milestones, and aligning team capacities to strategic goals.
  • Integration Planning: Design and execute comprehensive integration plans across complex, multi-workstream enterprise platform implementations and business transformation initiatives.
Cross-Functional Execution & Process Optimization
  • Dependency & Risk Management: Proactively map and track cross-functional dependencies across deliverables. Identify potential program risks early and engineer robust mitigation plans to ensure on-time delivery.
  • Process Engineering: Establish, monitor, and continuously optimize streamlined development processes, workflows, and frameworks. Successfully scale and roll out these frameworks across multiple cross-functional teams.
  • Delivery Governance: Ensure all project and program objectives, deliverables, and results are successfully completed within the agreed-upon scope, quality standards, and timelines.
Collaboration, Communication & Reporting
  • Stakeholder Alignment: Effectively communicate program health, milestones, and status updates to diverse stakeholders and leadership across multiple organizations, leveraging quantitative measurements to reinforce progress.
  • Data-Driven Analysis: Provide accurate, insightful analysis and reporting. Synthesize complex technical data into clear, executive-ready presentations and reviews to facilitate strategic decision-making.
  • Vendor & IT Partnership: Foster strong collaboration with IT teams, IT leadership, and external technology vendors to drive joint problem-solving and continuous improvement initiatives.

Expert in Project Management
  • Experience: 5+ years as a Technical Program Manager (TPM) or delivery lead in product development, managing complex multi-workstream enterprise platform integrations or digital transformations.
  • Agile Expertise: Proven experience guiding execution using SDLC methodologies, with deep expertise in Agile, Scrum, and SAFe (including PI planning).
  • Dependency Mapping: Strong ability to identify, map, and manage complex technical and operational dependencies across parallel workstreams.
  • Analytical & Data-Driven: Strong capability to analyze program metrics, establish KPIs, and present insights to executive leadership.
  • Communication & Influence: Exceptional communication skills with experience aligning technical and non-technical stakeholders.
  • Problem Solving: Experience managing and negotiating with third-party vendors.
 
Additional Experience Preferred:
  • Technical background (BS in Computer Science, Engineering, or equivalent experience).
  • Certifications such as PMP, PMI-ACP, CSM, or SAFe RTE preferred.
  • Strong Jira experience (Advanced Roadmaps, Jira Align, dependency mapping, reporting).
  • Experience in high-growth product development environments.
